We seek a highly motivated and experienced Strategic Workforce Planner to join our team. The candidate will work alongside a team dedicated to providing and ensuring that all strategic workforce planning and talent management components are executed smoothly and effectively. You will be responsible for supporting the development of a Strategic Workforce Implementation Plan and a Talent Management Implementation Plan and providing sound advice to senior management on all related subjects. This position works within the CIO Talent Management Division. The customer supports a hybrid working environment with onsite and telework. The candidate must have an active Top Secret/SCI security clearance, no exceptions and be willing to sit for a CI Poly.
Responsibilities include, but are not limited to:
- Support workforce analysis, skills and competency gap analysis, competency modeling, succession program implementation, and performance management planning/talent management planning and implementation.
- Lead the development of the initiatives to implement the Strategic Workforce Plan and Talent Management Plan to include supporting tool and methodology that allows the organization to track execution of the plan, metrics to measure progress, and ensure the organization achieves outcomes for core strategic goals, objectives, and milestones.
- Assist in creating implementation plans for all applicable Talent Management components
- Use collected data to develop, plan, manage, and execute a Strategic Workforce Plan linked to the organization's strategy.
- Collaborate with government staff to determine, prioritize, and document the appropriated strategic initiatives including implementation plans.
- Provide updates and ensure understanding or clarity of process and progress to the CIO government staff on a weekly basis
- Assist with meetings, training, and collaboration sessions with CIO Senior Leadership Champions and Initiative Owners for capturing and providing feedback for high-level initiative plans, developing outcome measures, and detailed plans for each initiative.
- Develop and present briefings on findings, plans, and implementation processes as needed.
- Document processes related to strategic workforce and talent management planning.
- Assist with building and executing a Change Management and Communications Plan.
Required Qualifications:
- Must have the ability to work independently and keep a schedule
- Experience planning and executing talent management programs with OHR or other DoD HR-based entities
- Experience working with or leading teams in solving complex data-based problem sets
- Demonstrated knowledge of DoD Workforce planning initiatives
- Data analytics skills: In support of analyzing both quantitative HR data and skills information collected via surveys /interviews, the candidate must be familiar with working with HR data/metrics and tools/methods for analyzing and drawing insights from this data.
- Consulting and presentation skills: The candidate must possess a proven level of professional polish, be able to help create impactful deliverables (written materials, briefings, data visualization), and be comfortable presenting them to client-facing audiences.
Desired Qualifications:
- Project Management Professional (PMP) certification
- SHRM Certification
- Knowledge of digital transformation issues and initiatives within IC, DoD, and government spaces.
Years of Experience:
- Must have at least seven plus years' experience in technology consulting and a bachelor's degree or equivalent training and/or experience with a master's degree or advanced training in information technology.
